Radar was raised as a propaganda tool and Radio Signal snoop in 1940's Germany, where he was constantly reminded he was meant to serve the country, never ask for anything more, and tolerate how he was treated. The American Research facility that held him- before he was cryogenically stored for later use- treated him no better.
Cecil Stedman was the first person to acknowledged there was a sentient and intelligent being past the animal exterior. He was also the first person to permit Radar to have hobbies and belongings- even if the dog was still kept within the confines of the G.D.A.- he felt he had a safe home for the first time.
The Domesticated Dog has a innate, genetically driven instinct to form connections with humans, so much so that after thousands of years of selective breeding this drive they have earned the tagline ‘Man’s Best Friend’. Radar is unaware that it is this drive to serve and befriend man, that makes him feel so compelled to be loyal to and protect Cecil.
Radar finds himself drawn to Cecil, longing for the human-canine connection he has been missing. The dog is experiencing closeness and trust for the first time, feeling a domesticated desire for human connection, and has been thrown into the early 2000’s from 1946. He is confused, unfamiliar with modern times, and doesn’t really understand his own feelings due to being so emotionally stunted. Nor does he comprehend how radically the power dynamic is screwed against him, as Cecil is quite literally his capture.
*Fun Fact: I find the concept of an animal caught between the struggle of human mind and canine nature to be maybe to most interesting and relatable troupes (Blame Sirius By Olaf Stapledon). For that reason my self inserts are always canines struggling primarily with nature vs self conflicts.
Cecil Stedman is the man tasked with keeping the world safe- that will always be his #1 priority. But god damn did this little dog manage to worms it's way onto the very short list of people he’s found of.
Initially, Cecil was pleased with Radar as an addition to the G.D.A.— the dog was eager to satisfy, didn’t ask questions, and best of all trusted him. This made Radar a good asset, worth the intial investment of having to catch him up to modern technology standards. A Hero who obeys the voice in his ear without question is a rare commodity these days.
Quickly however, Cecil noticed how much a lifeline he had become to the small dog. Other GDA employees had a hard time treating the animal like a peer, and due to Radar's classified nature; he was prohibited from socialize outside the Pentagon. Nor was he strong enough on his own to keep up with the Guardians.
Thed GDA Director tried to discourage Radar several times when he found the dog lurking around his office hoping for a social visit. Cecil was a not a good man, and should the need arise he wouldn't hesitate sacrificing Radar's life. The dog shrugged and agreed that was what it meant to be a protector. Cecil would then warned he'd take advantage of that trust- use it as another tool in his arsonal. The dog only shrugged once more and said that is why he given it to Cecil.
Eventually Cecil concluded there was not much that could be done to dissuade the beagle that had seemingly imprinted on him like a duckling. He sympathizes with the dog who is too human for canines and too canine for humans- and he chooses to see the attachment it as another layer of trust the dog has given him. Why ruin a good thing for them both he figures; Radar can keep pining and in return Cecil gets an unquestionably loyal feild operative.
*Fun Fact: When trying to emotionally distance himself- often in moments where Cecil is feeling something too human- Cecil was use it/it's pronouns for Radar.
The relationship between Cecil and Radar remains unbalanced and turbulent throughout thier lives. While Cecil initially saw Radar as a tool for the GDA, he has gradually come to appreciate the dog's loyalty and company. Whereas to Radar, Cecil has given him a gilded cage and been a kind captor- and this is a contradiction to what the dog has always expected from mankind. The opposing intentions within the relationship create an unsteady dynamic; in which Radar attempts to repress his animosity towards Cecil/The GDA and Cecil avoids expressing any emotions that might come across as caring.
